DIAL General Engineering is a California Licensed and bonded General Engineering Contractor and Federal Government Certified Service Disabled Veteran Owned Small Business formed in 1998 by brothers Frank and Mike Tyning for the purpose of pursuing federal contracts set aside for small business. For the past 14 years our area of expertise has successfully been focused on National Cemetery properties on the West Coast for the Department of Veterans Affairs National Cemetery Administration providing complete cemetery operation services that include, but not limited to burial services for full casket burials, cremation burials, irrigation system installation, management and repair. Turf maintenance including mowing, trimming, weed control, pest control, aeration, fertilization, dethatching, turf removal and installation of new turf, tree and shrub maintenance, headstone and flat marker receiving, inspection and installation, private monument repair, Memorial and Veterans Day event coordinating and planning, facility maintenance including daily janitorial services, maintenance of interior and exterior building structures including electrical and plumbing, road maintenance to include weekly sweeping and cleaning of asphalt roads and all tasks required to maintain National Cemetery property to government standards. The quality services we provide have allowed our organization to acquire and maintain ongoing contracts at San Francisco National Cemetery since 1998, Sacramento Valley National Cemetery in Dixon CA since 2007, San Joaquin Valley National Cemetery in Gustine CA since 2007, and Bakersfield National Cemetery in Arvin CA since 2009. We have also provided grounds maintenance services at Golden Gate National Cemetery in San Bruno CA and Fort Rosecrans National Cemetery on a as needed basis.
In 2008 we expanded our services to include complete cemetery and land renovation that involves GPS surveying and mapping of upright headstones, flat markers, and private monuments. Identification and labeling of each headstone prior to removal, removal and storage of headstones, trench excavation for the installation of a reinforced concrete headstone support system, installation of reinforcing steel, installation of precast concrete headstone box for each headstone, forming footings for private monuments pumping/pouring and finishing of concrete, concrete testing, reinstallation of headstones to within 1/8” tolerance, backfilling and compaction of trenches, soil compaction testing, grading and leveling of burial sections, turf removal, installation of new turf and installation of new commercial irrigation sprinkler heads. From 2008 through March of 2013 we have surveyed, removed, and reinstalled in excess of 50,000 upright headstones, installed in excess of 50,000 precast concrete headstone boxes, pumped/poured and finished in excess of 18,000 cubic yards of concrete and removed and replaced in excess of 2.25 million square feet of turf at Los Angeles National Cemetery, Fort Rosecrans National Cemetery and San Francisco National Cemetery.
As a goal to expand our customer base within federal and state government agencies we are in the process of acquiring a GSA schedule that we expect to have in place within 180 days. In addition, we are a certified small business with the State of California Department of General Services soon to be a certified SDVOSB to target opportunities offered by city, county, and state municipalities as a prime contractor or sub contractor to reputable large California entities requesting SDVOB participation.

Do not take on more projects than you can successfully complete. Unlike some of our competitors based across the country 3,000 miles away who attempt to perform federal projects at a long distance the history of performance is normally not successful so our motto is do business in the state where you reside.
